The (non-uniform) Hrushovski-Lang-Weil estimates

In this article, we obtain a non-uniform version of Hrushovski's generalization the Lang-Weil estimates using ℓ-adic methods and without recourse to alterations. Our method also implies that associated generating function is rational. Along way bound for local terms class non-proper correspondence which could be independent interest.
